libxplc0.3.13-dev software package provides Light weight component system (Development libraries and headers), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libxplc0.3.13-dev
libxplc0.3.13-dev is installed in your system.
Make ensure the libxplc0.3.13-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libxplc0.3.13-dev *
You will get with libxplc0.3.13-dev package name, version, architecture and description in a table
